Western Sydney University Indonesia opened its Surabaya campus in 2024, becoming the first Australian university to establish a permanent branch in Indonesia under Indonesia's 2023 foreign-campus regulations. The campus is located on Level 35 of Pakuwon Tower in central Surabaya, East Java's economic capital. It offers full Australian degrees taught by WSU faculty, recognised by both TEQSA (Australia) and the Indonesian Ministry of Education (Kemendikbudristek). Degrees awarded are equivalent to Indonesian Sarjana qualifications under Decree 691/E/O/2023. The campus deliberately serves Indonesia's underserved East Java market (Surabaya is Indonesia's second-largest city) rather than over-crowded Jakarta, and is positioned as a key economic-hub investment by both governments.
